Striking oil facilities, ports and arms factories: the combat record of Ukraine's Neptune cruise missiles

The Neptune cruise missile is arguably the crowning achievement of Ukraine's defence industry. It first demonstrated its combat effectiveness at the very beginning of the full-scale invasion, when it sent the Moskva, flagship of Russia's Black Sea Fleet, to the seabed.
Lacking a long-range strike capability, Ukraine re-engineered the anti-ship Neptune to strike land targets. The Luch Design Office, the missile's developer, not only weathered multiple Russian missile strikes but also rapidly developed it and brought it into mass production.Ukrainska Pravda has compiled a record of all known Neptune missile strikes, identifying 26 Russian targets hit by the weapon. The first successful use of a Neptune against a ground target
According to Defense Express, a Ukrainian military news outlet, the land-attack Neptune comes in at least two variants: the R-360M (Middle, or mid-range) and the R-360L (Long, or long-range). The R-360M has an estimated range of up to 500 km and carries a 350kg warhead. Its distinctive conformal fuel tanks have earned it the unofficial nickname "Pot-bellied Neptune". The R-360L, better known as the Long Neptune, has a longer fuselage, greater fuel capacity and a lighter, 260kg warhead.

Defence Intelligence of Ukraine first revealed the combat debut of the land-attack Neptune in a video released on 23 August 2023. The footage shows a missile hitting a launcher from a Russian S-400 Triumf air defence system at Cape Tarkhankut in western Crimea. Ukrainian journalist Yurii Butusov later identified the weapon as a Neptune in a social media post.
It was after this strike that the land-attack Neptune began to be used regularly against Russian military assets.

Drawing on open-source information, Ukrainska Pravda has analysed every documented combat use of Neptune-family cruise missiles against Russian military assets.
The data was compiled and verified using official reports, primarily from the Ukrainian Navy and the General Staff. The list also includes strikes for which there was no official confirmation of the missile type but which OSINT researchers independently verified as having been carried out with Neptune-family missiles.
The analysis also drew on reports from the Russian Defence Ministry on flight paths of Neptune missiles launched by Ukrainian forces. Although these were not treated as an independent source of information, they were used to cross-check confirmed strikes. Information on the attacks reported by the Russian Defence Ministry was compiled using the OCHI platform's AI tools.
The statistics reflect only confirmed cases identified through open sources. They may contain some inaccuracies and do not represent a complete record of the Neptune's combat use, the total number of strikes carried out or all targets hit. Even so, they provide a broad picture of how the missile has been employed.
Trends in strikes and production
Ukrainian President Volodymyr Zelenskyy has repeatedly said that production of the Neptune family of missiles is being ramped up. In August 2023, he said production of the Neptune had increased tenfold compared with pre-full-scale invasion levels, and in 2025, he said one variant of the missile had already entered mass production.
Since the first confirmed strike in 2023, references to Neptune missiles have become increasingly common in reports from the Ukrainian Navy and Ukraine's General Staff.
According to the data collected, at least 31 Neptune missiles have struck 26 Russian sites. Open-source records suggest 2024 was the weapon's busiest year, with strikes documented at 10 locations.

The data available is insufficient to draw firm conclusions about the scale of Neptune missile production or their effectiveness, as confirmed deployments represent only a fraction of all launches. Even so, the evidence suggests the missiles have entered stable mass production and that the Ukrainian Navy has refined their operational use.
What targets are being hit by the Neptunes? Strike patterns and significant hits
Russian Navy vessels and logistics-critical ferries were the most frequent targets of Neptune strikes. Five successful strikes against these targets have been confirmed: two large landing ships, one reconnaissance vessel, one repair vessel and one railway ferry.


A notable example came on 23 March 2024, when two Neptune missiles struck the stern of vessels in Sevastopol Bay. The impacts may have damaged the steering gear, propeller shafts, propellers and stern engine rooms. Damage of this kind is capable of rendering a vessel permanently inoperable, which likely was the objective of Ukraine's defence forces.

Combined with strikes by Western-supplied cruise missiles and domestically produced maritime drones, these attacks have eroded the Russian Black Sea Fleet's presence in Crimea and forced the Russian command to move a substantial part of its fleet to Novorossiysk.

Another category of Neptune strikes has targeted facilities linked to Russia's military-industrial complex. This is not surprising: Ukrainian long-range UAVs struggle to cause critical damage to large industrial sites, largely due to their limited warhead weight. Explosions often occur outside buildings, damaging façades or roofs, while the production equipment inside remains intact or sustains damage insufficient to stop production.
As of July 2026, five successful Neptune missile strikes against facilities linked to Russia's military-industrial complex have been verified. Atlant-Aero, the manufacturer of the Molniya UAV, was hit three times.

The Karachev Elektrodetal plant in Russia's Bryansk Oblast, which manufactures electronic components, was struck twice.

The rest of the confirmed Neptune strikes have primarily focused on military depots, troop deployment sites, and energy and oil and gas facilities.
A particularly notable case was the strike on the Novoshakhtinsk Oil Refinery. It is currently the only verified example of a Ukrainian cruise missile, excluding missile drones, successfully striking an oil refinery and forcing the facility to shut down completely.

Geography of the strikes
Although the Neptune is a long-range cruise missile, confirmed combat use shows that most strikes have focused on coastal facilities or targets located close to Ukraine's state border.

Even when taking into account not only confirmed strikes but also claims by the Russian Defence Ministry regarding intercepted missiles, the overall picture remains largely unchanged. The Neptune has indeed been used predominantly against coastal or border targets.
The picture changes when comparing Neptune deployments with those of another Ukrainian cruise missile, the FP-5 Flamingo. Unlike the Neptune, the FP-5 has primarily targeted facilities deep inside Russia. So far, reports indicate that four targets have been successfully struck and that 10 missiles have reached their intended targets.
Still, the two missiles cannot yet be compared directly. The Neptune and the FP-5 Flamingo, developed by Fire Point, belong to different classes and are at different stages of technological maturity and tactical development.

An analysis of all known Neptune deployments shows that within just a few years, the missile has evolved from an experimental project into one of Ukraine's key long-range strike weapons.
Still, the publicly available record tells only part of the story. A full assessment of the missile's effectiveness, or its comparison with other systems, can only be made by the military command.
