A total of 72% Ukrainians believe Zelenskyy is responsible for corrupt actions of his entourage – KIIS

According to the Kyiv International Institute of Sociology (KIIS), 72% of surveyed Ukrainians believe that President Volodymyr Zelenskyy bears personal responsibility for the corrupt actions of his entourage. Nearly 25% of respondents disagree with this statement.

Details: According to the survey results, 72% of respondents stated that Zelenskyy bears personal responsibility for the corrupt actions of his entourage. 25% believe the president does not bear such responsibility, while another 3% were undecided.

KIIS urges caution when interpreting the concept of "personal responsibility". According to KIIS's assessment, this refers primarily to political responsibility.

The broader context of KIIS (and other companies') surveys shows that 'responsibility' in the minds of citizens is not the same as 'personal involvement'. This is now perceived more as a political responsibility rather than a personal accusation of involvement in corrupt actions."

Details: Sociologists also analysed the responses based on the level of trust in the president.

Among those who fully trust Zelenskyy, 3% hold him responsible for the corrupt actions of his entourage, 81% do not and 16% were undecided.

Among those who rather trust the president, 17% place responsibility on him, 60% do not and 23% were undecided.

Among respondents who rather distrust Zelenskyy, 57% hold him responsible for the corrupt actions of his entourage, 19% do not and 23% were undecided.

Among those who do not trust the president at all, 85% hold him responsible, 5% do not and 10% were undecided.

For reference: The KIIS survey was conducted between 12 and 21 September 2026 via telephone interviews across all government-controlled regions of Ukraine. A total of 1,002 respondents were surveyed. The poll sampled adult citizens of Ukraine aged 18 and older residing in Ukrainian-controlled territories at the time of the survey.

Formally, under normal circumstances, the statistical margin of error for such a sample (with a probability of 0.95 and taking into account a design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% for indicators close to 10% and 1.8% for indicators close to 5%.

In wartime conditions, a certain degree of systematic bias should be considered in addition to the stated statistical margin of error.
