Details: Ihnat explained whether Ukraine had received warnings from its partners, as the issue has prompted many questions.

Quote: "At around 22:40, we initially said we had received no warning from our partners about ballistic missiles. However, our partners did alert us to the ballistic threat ahead of the next three waves of attacks."

Background:

  • On the night of 13-14 October, Russia attacked Ukraine with 39 ballistic missiles and 128 drones, mainly targeting Kyiv and Kyiv and Kharkiv oblasts. Ukrainian air defence forces shot down or jammed four missiles and 115 drones.
  • Reports of a missile threat reached users immediately before or as the explosions occurred.
  • The president's office said Kyiv had received no warning from its partners about the strike and that the military and relevant services were clarifying the circumstances.
  • A similar situation occurred at 22:10 on 12 October, when Russia launched five ballistic missiles on Kyiv. Ukraine's Air Force said it had received no information about missile launches from Russian territory, leaving insufficient time to issue an air-raid warning.
  • Commenting on the strike, Ihnat noted that this was not the first time intelligence had arrived too late. He said he hoped Ukrainian intelligence would work with Kyiv's international partners to determine the cause of the delay.
  • Meanwhile, Ukrainian Foreign Minister Andrii Sybiha said Kyiv continues to receive intelligence from the US.
