Details: The aid will be provided under the government's Nansen Programme and is intended to help repair destroyed infrastructure and ensure the reliable operation of Ukraine's energy system ahead of winter.

"Ukraine is soon entering a new winter of war. To ensure the most stable possible power supply and avoid severe humanitarian consequences, it is very important that Ukraine receives funds to purchase equipment to strengthen and restore critical infrastructure damaged by Russian bombing," Norwegian Energy Minister Terje Aasland said.

Aasland announced the 500 million kroner energy aid package during his visit to Kyiv on 27 October. The funding will be provided in November and December.

The aid will be channelled through the Ukraine Energy Support Fund. The fund enables money to be allocated quickly to specific repair work, new equipment and investments wherever the need is greatest. Ukraine will determine which needs are the most urgent.

The Norwegian government noted that since the beginning of Russia's full-scale invasion in 2022, Norway has allocated more than 16 billion kroner to Ukraine for gas purchases, the recovery of energy infrastructure and investment in new solutions.

In total, Norway's support under the Nansen Programme will amount to 85 billion kroner in 2026. Of this, energy funding is part of 15 billion kroner in civilian and humanitarian aid, while 70 billion kroner is allocated to military needs.
