Details: Ablakwa said the agreement was reached during talks held on the sidelines of the Russia-Africa Summit.
The minister also announced that Russia has agreed to work with Ghana on the construction of a 2,000MW nuclear power plant.
The agreement between the two countries also covers deeper defence cooperation, support for Ghana's agricultural sector, and an increase in the number of scholarships for Ghanaian students in Russia.
So far there has been no confirmation of the agreement from Moscow.
Background: Russia recruits around 1,800 foreign nationals every month to fight in its armed forces.
