War with Russia: Ukraine sets up camps for prisoners of war

The Ukrainian Cabinet of Ministers has instructed the Ministry of Justice to identify and redesign penitentiary institutions to function as Russian POW camps.

Details: Pursuant to Resolution №413 of April 5, the government has instructed the Ministry of Justice to set up detention centres for prisoners of war (POWs) in penitentiaries and remand centres belonging to the State Penitentiary Service; to organise accommodation, upkeep, protection and medical support of POWs in camps and detention precincts; to ensure that the Security Service, the Prosecutor's Office and the National Police are immediately informed about POWs admission to camps and precincts; submit proposals to the Cabinet of Ministers by April 15, 2022 on the amount of expenditure from the reserve fund of the state budget necessary for the implementation of measures to keep prisoners of war in camps and precincts.

The Ministry of Foreign Affairs has been instructed to organise external relations with foreign states and international organisations regarding the detention and return of POWs.

The Ministry of Infrastructure is tasked with coordinating the transportation of POWs, as well as providing them with postal services.

The Ministry of Defence, together with the Ministry of Infrastructure, has been instructed to escort POWs to camps and detention facilities upon prior approval by the Ministry of Justice.

The Ministry of the Internal Affairs is instructed to organise the photographing of and collection of dactyloscopic and genetic traits records of POWs within seven calendar days from the date of receipt of information about their arrival at the camps and precincts.

Military Administrations are tasked with facilitating the provision of medical care to POWs.
