Occupiers return to Kreminna and make out they have a presence there – Head of Luhansk Oblast Military Administration

Serhii Haidai, Head of Luhansk Oblast Military Administration, has reported that the occupiers have returned to the city of Kreminna and are trying to make it look as if they have a large presence in the occupied city.

Details: Haidai said that mobile communication and internet service, as well as other critical services, would be restored in the liberated territories as a matter of priority.

A regional headquarters for the liberation of Ukrainian territories has been established in Luhansk Oblast: "We are organising public services ahead of returning home (law enforcement agencies, emergency services, post office, doctors, Administrative Service Centres and others) so that life in the communities can be quickly restored."

Haidai added that he was waiting for the "green light" from the military.

Background: 

  • On 10 September, Serhii Haidai, the head of the Luhansk Oblast Military Administration, said that the Ukrainian military was on the outskirts of previously Russian-held Lysychansk.
  • On 11 September, Haidai said that he was expecting "excellent news" from the "presently occupied" cities of Svatove, Kreminna and Rubizhne in the near future.
  • Haidai reported as of the morning of 13 September that the Russian occupiers had completely withdrawn from Kreminna in Luhansk Oblast, but the Armed Forces of Ukraine had not yet entered the city, and that fighting was ongoing around Lyman in Donetsk Oblast.
