Register of damages from Russian aggression will appear in Ukraine next year

The Ministry of Justice of Ukraine must finish an international treaty on reparations in 2023 and create a register of damages caused by Russian military aggression.

Details: She explained that the treaty is a key document that unifies the transfer process of Russian reparations. The criteria for applicants for compensation and determine the payment mechanism will be included. It is expected that all G7 countries will join the agreement, because it is precisely in them that the largest number of frozen Russian assets is concentrated.

After signing the agreement, it must be ratified by all signatories, which requires changes to the national legislation of each country. Canada has already taken such a step, a separate directive is being prepared in the EU. According to Mudra, it has been elaborated and is awaiting submission to the European Parliament.

The damage register, which the Ministry of Justice of Ukraine is preparing together with European partners, will contain data on the damage caused by Russia: damage to Ukrainian citizens (in particular, acts of a sexual nature), business, the country's infrastructure, ecology, municipalities and the state as a whole.

The Ukrainian government has already started the process of collecting information about damages on the basis of the Diia portal [app which allows Ukrainian citizens to use digital documents in their smartphones instead of physical ones for identification and sharing purposes – ed.]. The Ministry of Justice of Ukraine is negotiating with the Ministry of Digital Transformation of Ukraine, so that this information will be promptly transferred to the international registry after its creation.
