Details: The Polish National Revenue Administration (KAS) announced on 7 October that it has added two companies – SteelTrade and Omni GRP – and three related individuals, Andriej Karpowicz, Veronika Pental and Władimir Leszczuk, to the national sanctions list.

The individuals are shareholders or beneficial owners of the sanctioned entities.

"Their inclusion in the sanctions list is the result of the work done by the National Revenue Administration to look into ties between individuals or organisations and the Russian Federation or Belarus that could affect Poland's security," KAS said.

Omni GRP is linked to SteelTrade, formerly known as the EMK Group, which in turn is connected to other entities in the EMK Group operating in the metals industry in Russia, Belarus, Kazakhstan, Kyrgyzstan and Uzbekistan.

According to the Polish tax authorities, the companies exported high-grade steel suitable for high-pressure casting – a material frequently used in weapons production due to its durability and resistance to extreme conditions. KAS stressed that this steel is highly likely to have reached Russian defence plants.

The investigators also uncovered the mechanism through which the products were routed to Russia via a network of affiliated companies, thereby strengthening its industrial potential.

Background:

  • On 12 September, the UK announced sanctions targeting Russia's oil revenues and war machine.
  • On 3 October, the Council of the EU extended sanctions against Russian individuals and entities responsible for Russia's hybrid destabilising actions abroad against the European Union.
