Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy, earlier predicted that this could happen on Thursday 23 October ahead of a meeting of the EU's Foreign Affairs Council.

Background:

  • The approval of the latest sanctions package was delayed by Slovakia, which demanded that the European Commission take into account its concerns regarding internal combustion engine vehicles and energy price regulation.
  • Austria also raised objections, calling on the EU to lift sanctions on part of Russia's frozen assets to compensate Austrian Raiffeisen Bank International for fines imposed by Russia, but without success.
