Zelenskyy: EU guarantees financial support for Ukraine until 2027

Ukrainian President Volodymyr Zelenskyy has said that the European Union has committed to providing financial assistance to Ukraine until the end of 2027 and confirmed the political will to use frozen Russian assets for Ukraine's benefit.

Details: Zelenskyy said one of the key outcomes of the summit was the unanimous decision by EU member states to maintain financial support for Ukraine not only for the next year but also through 2027.
Significant progress was also achieved regarding the use of frozen Russian assets. He reported that there is now political backing for directing these funds as much as possible towards Ukraine's defence against Russian aggression. The European Commission will now work on the necessary technical and legal mechanisms to implement this decision.
The president also announced positive developments in strengthening Ukraine's air defence. While the details remain confidential, he noted that "positive signals" were received indicating partners' readiness for swift cooperation with Ukrainian teams. In addition, active work continues with partner countries to support Ukraine's energy sector, including the repair of damaged infrastructure and the supply of essential resources.
Another important result of the summit was the final approval of the EU's 19th package of sanctions against Russia. The president thanked the EU for this decision and said that Ukraine would synchronise this package within its own jurisdiction. Meanwhile, he called on other European countries outside the EU, including the United Kingdom, Norway and Switzerland, to support these restrictive measures.

Background:
- EU leaders approved conclusions on Ukraine on 23 October, reaffirming the Union's commitment to meeting Ukraine's financial and military needs in 2026-2027. Twenty-six out of 27 EU member states voted in favour of the document.
- Hungary did not support a similar document following the EU summit in June 2025.
- Prime Minister Viktor Orbán also boycotted the conclusions on Ukraine at the March 2025 European Council meeting and at an extraordinary session held the same month.
