Details: According to KCNA, Choe left from Pyongyang International Airport on a private jet the day before to visit the two countries at the invitation of their foreign ministers.

KCNA first announced Choe's trip on Sunday 26 October without providing a detailed itinerary, while the Russian Foreign Ministry later confirmed that the North Korean minister's visit to Russia will last from Sunday to Tuesday 28 October.

Yonhap noted that this will be her first visit to Russia in the past year. She last visited Moscow in November 2024, paying a courtesy visit to Russian leader Vladimir Putin.

Choe's foreign trip coincides with South Korea hosting the Asia-Pacific Economic Cooperation (APEC) summit on 31 October and 1 November in the city of Gyeongju.

Quote from Yonhap: "Her absence from North Korea during the APEC period suggests that no talks between North Korean leader Kim Jong Un and US President Donald Trump are likely to take place on the occasion of the global gathering."

Background:

  • Setting off on an Asian tour over the weekend, which includes a visit to South Korea for the APEC summit, Trump expressed a desire to meet with North Korean leader Kim Jong Un again.
  • Trump met Kim three times during his first presidential term, including at summits in Singapore in 2018 and in Vietnam in 2019.
