Ukraine's Foreign Intelligence Service has reported that Russia is preparing a draft law that will require cybersecurity specialists who search for vulnerabilities in software code to undergo mandatory identification.

Details: Under the Russian plans, companies will be required to obtain state accreditation and the Federal Security Service (FSB) will subsequently oversee them.

The draft also provides for the creation of a registry of "white-hat hackers", who would effectively be turned into "grey-hat" or "black-hat" hackers. Failure to report discovered vulnerabilities would be punishable under criminal law.
