Official caught on National Anti-Corruption Bureau tapes from Energoatom investigation flees Ukraine

Serhii Pushkar, a member of Ukraine's National Commission for State Regulation of Energy and Public Utilities and a person of interest in a National Anti-Corruption Bureau (NABU) investigation into alleged embezzlement at state nuclear energy company Energoatom, left Ukraine on 11 November.

Quote from Zhelezniak: "He's on the tapes discussing a 'salary' of US$20,000 from Mindich [a Ukrainian businessman connected to President Zelenskyy – ed.]. Just three months ago, he was the executive director for legal support at Energoatom."
Details: Pushkar was the executive director for legal support at Energoatom between 2022 and 2025.
On 3 September 2025, following an open competitive selection process, he was appointed as a member of the National Commission for State Regulation of Energy and Public Utilities.
According to specialist media outlet Enerhoreforma, Pushkar is currently in Warsaw, Poland, and is officially "away on business" until the end of the week.

- Investigators have identified one of the individuals featured in NABU's recently released audio recordings as Serhii Pushkar, now a serving member of the national energy regulator.
