The sanctions imposed on Tymur Mindich, a co-owner of the Kvartal 95 studio and associate of President Zelenskyy, and businessman Oleksandr Tsukerman are a full "standard package" of restrictions that instantly freeze their assets in Ukraine and do not bar them from entering the country.

Quote from Vlasiuk: "The sanctions shall apply for a period of three years (and with regard to the stripping of awards, indefinitely). There is no entry ban. This is the standard set of sanctions and term, including a full asset freeze with immediate effect. It is applied to individuals with confirmed foreign citizenship."

On 13 November, President Volodymyr Zelenskyy enacted a decision by the National Security and Defence Council (NSDC) to impose sanctions against businessman Tymur Mindich – co-owner of Kvartal 95 Studio, the Ukrainian TV production company Volodymyr Zelenskyy founded before he became president, and an associate of the president – and businessman Oleksandr Tsukerman.

Background:

  • On the morning of 10 November, it was revealed that detectives from the National Anti-Corruption Bureau of Ukraine (NABU) had conducted searches at the homes of Tymur Mindich and justice minister Herman Halushchenko (who has been suspended as of 12 November). Ukrainska Pravda sources also reported that Mindich left Ukraine hours before the searches.
  • That same day, NABU reported that they had exposed a large-scale corruption scheme in the energy sector and released audio recordings.
  • On 12 November, the Cabinet of Ministers under PM Yuliia Svyrydenko adopted a decision to submit a proposal to the National Security and Defence Council to impose sanctions against Tymur Mindich and Oleksandr Tsukerman.
