UN Secretary-General condemns Russian attack on Ukraine and highlights urgency of ceasefire

UN Secretary-General António Guterres has condemned Russia's latest strike on Ukraine, saying it "once again underlines the urgency" of a ceasefire as "a first step" towards a sustainable peace.

Quote from Guterres: "I strongly condemn the overnight missile & drone attacks by Russia on several Ukrainian regions that reportedly killed at least 25 people, including three children."

Details: Guterres said this "once again underlines the urgency of a full, immediate and unconditional ceasefire, as a first step towards a just, comprehensive and sustainable peace that fully upholds Ukraine's sovereignty, independence and territorial integrity".

Guterres stated on 15 November that he condemned Russia's missile and drone attacks on civilians and civilian infrastructure in Ukraine.

Background:

  • On the night of 18-19 November, Russia struck an industrial facility and two apartment blocks in the Soniachnyi district of the city of Ternopil. The attack caused significant destruction and civilian fatalities.
  • The Ukrainian Air Force confirmed that it was Russian Kh-101 cruise missiles fired from strategic aircraft that had hit the apartment blocks in the city of Ternopil. The missiles were launched from six Tu-95MS aircraft (based at Olenya airfield) and four Tu-160MS aircraft (based at the Engels and Ukrainka airfields). The launch areas were in Russia's Vologda and Astrakhan oblasts.
  • As of 16:00, debris from one of the cruise missiles that hit a nine-storey building on 19 November had been found and identified. It was a Kh-101 missile manufactured in the Q4 of 2025.
  • Later, it became known that the death toll from the Russian missile strike on Ternopil had risen to 26.
