White House Press Secretary Karoline Leavitt has said that the US tried to ensure that both sides would "benefit" through its new "peace plan".

Quote from Leavitt: "This plan was crafted to reflect the realities of the situation… to find the best win-win scenario, where both parties gain more than they must give."

Details: According to Leavitt, the Trump administration believes that any deal should provide "full security guarantees and deterrence for Ukraine, Europe and Russia to ensure the end of the war, in addition to financial opportunities for Ukraine to rebuild, and for Russia to rejoin the global economy".

Leavitt also mentioned that it will benefit people in both countries.

Background:

  • On 21 November, US digital news outlet Axios revealed the complete list of points in the new American "peace plan" that had been sent to Ukraine for review.
  • It demands that Russian-occupied Crimea, Luhansk and Donetsk, as well as Kherson and Zaporizhzhia oblasts along the front line, be recognised as Russian de facto. The unoccupied part of Donetsk Oblast will come under the control of the Russian Federation, but it should be a "demilitarised zone".
  • Ukraine is obliged to give up its aspiration for NATO membership and enshrine this in the constitution, as well as limiting the size of the army to 600,000, but there is no clause in the text prohibiting long-range missiles. A full amnesty is envisaged for both sides for everything that happened during the war. At the same time, the US intends to provide Ukraine with specific security guarantees, the details of which are not specified in the document.
  • On 20 November, the Ukrainian President's Office confirmed that Volodymyr Zelenskyy had received a draft plan from the US and was planning to discuss it with President Trump.
  • Zelenskyy expects to discuss with President Trump the diplomatic options and essential elements for peace over the next few days.
  • US Chargé d'Affaires in Ukraine Julie Davis stated that the US and Ukrainian sides had discussed an "aggressive timeline" for further steps and elements of the peace plan that are critical for Ukraine.
