The Russian authorities in temporarily occupied territories of Kherson Oblast have failed to prepare kindergartens for the heating season, shifting the burden onto parents.

Details: The NRC reported that the Russian occupation authorities in the Hola Prystan district had been unable to provide heating in kindergartens. In particular, a critical situation has developed in the village of Kruhloozerka.

Parents are forced to dress children in multiple layers of warm clothing due to the lack of heating. Staff at the facilities have stated that there will be no heating throughout the winter, citing "lack of funding" as a reason.

Parents are being given an ultimatum: if they want to ensure a comfortable temperature for their children, they must buy firewood at their own expense. Essentially, people are being asked to maintain the kindergarten themselves, while occupation officials report on "successes" and spend budgets elsewhere.

Quote: "According to local residents, all the funding ends up in Henichesk, where the occupation administration ostentatiously 'repairs' pavements and tiles, while other districts of the region live in complete disrepair. Children freeze in kindergartens, parents search for firewood, and officials in Henichesk focus on showmanship and facade construction."

Details: People complain that inspections from the occupation centre do not reach them due to the district's remote location, allowing local collaborators to avoid any responsibility for embezzlement and neglect of community needs.

The NRC emphasised that this situation is systemic in the temporarily occupied territories, where the basic needs of civilians are ignored and budgets are embezzled by the occupation administration.

Background: Previously, the NRC reported that Russia is planning to allocate RUB 700 billion (about US$8.7 billion) to the Siberia Development Programme, which will include the mass resettlement of Ukrainians from the temporarily occupied territories.
