Stabilisation measures continue in Odesa Oblast following large-scale Russian strikes on energy infrastructure.

Around 19,000 people visited them over the past day, including 13,840 in Odesa. People can keep warm, charge their devices and receive help at these centres." Details: A full range of bread is available in the shops, prices remain unchanged and bakeries are operating normally. Bottled drinking water is available in retail chains, with no increased demand. Invincibility centres are also operating at shops under enhanced conditions.

The financial system is stable. Power Banking is operational. Banks that were closed over the weekend will reopen on Monday using generators. [The Power Banking initiative is a unified network of thousands of bank branches across Ukraine, established by the National Bank of Ukraine to ensure continuous financial services even during prolonged power and communication blackouts – ed.]

Fuel is also available. Short queues have been reported, mainly due to people filling canisters for generators. Fuel delivery has been organised to petrol stations, with possible short technical breaks for servicing their own generators.

In Odesa, electric public transport is temporarily suspended, with buses transporting passengers. Three additional special public service routes (10 buses) and 12 extra buses on regular city routes are planned for Monday.

Medical treatment is fully available. Additional medical support points have been set up at all healthcare facilities. Patients requiring vital medicines and care have continuous medical support. Emergency medical services and the oblast blood service are operating normally. An operational response headquarters is functioning under the Oblast Health Department.

The sanitary and epidemiological situation is under control. Drinking water quality meets standards. Overall infection rates are at average seasonal levels and do not exceed epidemic thresholds. Enhanced monitoring continues. Official channels have issued recommendations on hygiene, safe water and nutrition.
