Ukrainian Development Ministry outlines steps to strengthen seaport security

Ukraine's seaports are adapting to operate under energy restrictions and amid combined attacks in order to ensure the uninterrupted continuity of export operations. Backup power supplies are being introduced, cogeneration units installed, and critical infrastructure upgraded.

Details: The Ukrainian maritime corridor is operating under constant military threat. Since it began functioning, more than 162 million tonnes of cargo have been handled, including over 98 million tonnes of grain. Nearly 7,000 vessels have passed through the corridor, he said.

"Work to strengthen the security of seaports is ongoing every day. The Ukrainian Sea Ports Authority, in close cooperation with the military, law enforcement agencies and business, is implementing additional measures to protect infrastructure and ensure the safe passage of vessels," Kuleba noted.

Background:

  • On the night of 12-13 December, Russia carried out a large-scale combined attack on Odesa using strike drones and missiles. Authorities reported damage to civilian facilities as well as energy and industrial infrastructure.
  • A fire broke out at grain storage facilities as a result of a Russian strike on the Odesa seaport.
  • On the evening of 12 December, Russia launched ballistic missiles and drones against the city of Odesa and Odesa Oblast. A civilian ship in the port of Chornomorsk belonging to a Turkish company was damaged and one person was injured. Damage was also reported to civil and port infrastructure.
  • Russia also attacked a civilian vessel transporting Ukrainian sunflower oil to Egypt.
  • In November 2025, the number of Russian air attacks on Ukrainian seaports almost doubled compared with October.
  • On the night of 16-17 November, Russian forces attacked the port of Izmail with drones. The strike damaged port infrastructure and several civilian vessels moored at the berths.
  • At the Izmail port, a tanker flying the Turkish flag that was unloading liquefied gas was damaged as a result of the Russian attack. Around 3,000 tonnes of cargo remained on board. A large-scale fire broke out, and the crew of 16 was safely evacuated.
