Ukrainian Development Ministry outlines aftermath of Russian strike on Odesa Oblast
The main targets of Russia's attack on Odesa Oblast were energy and transport infrastructure.

Following last night's large-scale attack, 74,500 consumers in the oblast remain without electricity. Odesa has been hit the hardest, with around 65,000 households left without power."
Details: Kuleba said that some of the outages are also linked to previous strikes – almost 9,000 consumers remain without electricity in Artsyz.
"All services are already working on restoring power. Critical infrastructure is operating on backup power, with facilities supplied by generators," Kuleba said.
In addition, around 85,000 consumers in Odesa are currently without heating. Repair works are being carried out on an enhanced schedule to restore stable operations as soon as possible.
"The city authorities have organised the delivery of technical water to areas experiencing water supply disruptions. Invincibility centres are open around the clock, providing warmth, light and charging facilities," Kuleba noted. He added that overnight strikes were recorded on the territory of Odesa-Skhidna railway station. A signal box and station buildings were damaged, and a railway employee was injured and is under medical supervision.
"All services – energy workers, railway staff, municipal repair crews and rescue workers – are working continuously to restore electricity, heating and normal city operations," Kuleba emphasised.
Background:
- On the night of 18-19 December, Russian occupation forces again attacked Odesa. One person was injured, and parts of the city were left without water, heating, and electricity. Serhii Lysak, Head of Odesa City Military Administration, reported that the injured person was in moderate condition and had been taken to hospital.
- Earlier reports said Russia struck railway infrastructure in Odesa Oblast, destroying a signal box at one of the railway stations and injuring a signalwoman.
- It was also reported that on the night of 12-13 December, Russia carried out a large-scale combined attack on Odesa using drones and missiles, damaging civilian facilities as well as energy and industrial infrastructure.
- On 17 December, the emergency caused by Russia's large-scale attack on Odesa Oblast's energy infrastructure was classified as a state-level emergency.
- Later that same day, authorities reported that all settlements in Odesa Oblast had regained heating and water supply, with most of the region restored to electricity.
