Another 11 people sustained injuries of varying degrees of severity. They have been taken to hospital and are receiving high-quality medical treatment."

Details: Terekhov said the Russians struck a combined heat and power plant in a suburb of Kharkiv.

The attack caused a significant drop in voltage across the city, affecting heat supply and the operation of public transport.

Specialist services are currently carrying out inspections and assessing the extent of the damage. Wherever technically possible, the power system is being switched to "island mode" to reduce the impact on residents.

The damage to the energy system has caused temporary disruptions to electric-powered public transport services in the Rohan, KhTZ, Nova Bavariia and Kholodna Hora districts. Metro services have already resumed.

In addition, emergency power outage schedules have been introduced in the region by Kharkivoblenergo, the local branch of the Ukrainian state-run power distributor.

Update: Syniehubov later said that two other people were injured in the Russian attack on the Kharkiv district.

"As of now, 13 people are known to have been injured and one person killed. All those who were injured have been taken to hospital. Medics are providing them with the treatment they need," he said.

Background:

  • Scheduled power outages will be applied in most regions of Ukraine on Wednesday 24 December.
  • On the night of 23-24 December, the Russians attacked Ukraine's energy infrastructure, resulting in further power cuts by morning in Sumy, Dnipropetrovsk, Kherson, Kharkiv and Chernihiv oblasts.
