"The awakening of European defence industries and military-political circles began in previous years, but 2025 became a truly turning and decisive year. This is due to a number of factors, including changes in US policy, a new level of provocations and hybrid threats from the Russian Federation, and systematic work with European governments," the foreign minister said.

"The key decision was raising defence spending to 5% and, as provided for by the same NATO summit decision in The Hague, the possibility of using these funds to support Ukraine in countering Russian aggression… Ukraine welcomes efforts to increase Europe's independence, strategic autonomy and self-sufficiency," he added.

Sybiha noted that Ukraine "is already an integral part of this new strength of Europe" thanks to the unique experience and technological innovations gained during the years of the full-scale war.

He also listed achievements in Ukraine-EU relations in 2025 and noted that, as a result, "Ukraine has taken another step closer to the EU – systematically, consistently and irreversibly."
