Russian leader Vladimir Putin has signed a decree ordering the deployment of reservists to training exercises in 2026 to protect critically important facilities.

Details: Under the decree, which takes effect on Tuesday, Putin instructed the government to establish a list of critically important facilities and other vital infrastructure that are subject to protection.

The Ministry of Defence is also tasked with determining the list of military units that will ensure the conduct of the special exercises.

It is noted that in November, Putin signed a law on the training of reservists to protect important facilities. The Russian military leadership stated that "there will be no mobilisation". Reservists are supposed to protect energy and transport facilities.

Background:

  • Earlier, the Russian media outlet Kommersant reported that Russia's oblasts had begun mass recruitment of reservists into units that would be involved in protecting critically important facilities.
  • Kommersant reported that on 4 November, Kremlin leader Vladimir Putin signed a law permitting reservists to be deployed for such purposes in both war and peace, although the formation of special reservist detachments began before the amendments took effect.
  • The authorities in Russia's Leningrad Oblast were among the first to announce the creation of a BARS-47 detachment at the end of October. The unit is intended to repel UAV attacks and thwart sabotage operations.
  • Recruitment of reservists to guard various critical facilities (oil, fuel and energy, petrochemical complexes and others) has also begun in Tatarstan, Bashkortostan and Nizhny Novgorod Oblast. Important refineries and plants in these regions have repeatedly come under drone attack.
