National emergency announced in Dnipro due to Russian attack

Dnipro Mayor Borys Filatov has described the situation in the city as a national emergency following the latest Russian attack. Power engineers are gradually restoring electricity to hospitals, the left bank of the city is being powered by backup sources, and work is ongoing to restore the supply of heating and water.

Quote from Filatov: "Technically speaking, the situation in Dnipro is one of the most difficult. This is actually a national emergency. Since last night, the city has been working through all the necessary procedures. We are in constant contact with the oblast military administration and all relevant ministries and services.
Power is gradually being restored to hospitals. I would like to assure you that medical facilities have backup power sources and essential supplies. The city's sewerage system is also operational.
The left bank is running on backup power. This includes water pressure on the upper floors. There are a lot of high-rise buildings. The water situation on the right bank is gradually stabilising. All thanks to the absolutely titanic efforts of the energy and utility workers."
Details: Filatov added that the water situation on the right bank is gradually stabilising, and Dnipro has also provided water to the Slobozhanskyi SNT, a residential settlement organised as a non-commercial garden association, and the towns of Samar and Pidhorodne.
Filatov also said that all boiler houses were cut off from power yesterday and specialised personnel are now working to restore the heat supply. He added that electric-powered public transport services in the city will be covered by buses and there are sufficient fuel reserves to last for several days.
In addition, invincibility centres [heated premises stocked with food and power banks – ed.] are open in Dnipro, kindergartens are operating in four-hour shifts, and the school holidays have been extended until 11 January.
Background:
- On 7 January, Russian forces launched a large-scale attack on Kryvyi Rih, injuring three people. Serious emergency power outages in the city are likely.
- That same day, the Russians also attacked critical infrastructure in Dnipropetrovsk and Zaporizhzhia oblasts. These oblasts have been left completely without power.
- The school holidays have been extended for another two days in Dnipro due to power outages caused by the Russian attack.
