Russian forces have stationed military vehicles next to nuclear reactors at the Zaporizhzhia Nuclear Power Plant (ZNPP), which constitutes a violation of international humanitarian law, which prohibits using NPPs as military sites.

Details: Voloshyn posted a video filmed recently by a reconnaissance UAV.

He said that Russian troops are hiding their equipment there because they know Ukraine will not launch strikes on the nuclear plant.

Quote: "They are using the territory and facilities of the ZNPP as a training ground for their UAV operators. There are even reports that rocket artillery strikes on [the city of] Zaporizhzhia have been carried out from there several times.

Do you think experts from the IAEA [International Atomic Energy Agency], whose mission is stationed at the plant, are seeing this?"

Background:

  • It was reported on 28 December 2025 that repair works had begun on a power transmission line near the Russian-occupied ZNPP following another local ceasefire between Ukraine and Russia, achieved with the IAEA mediation.
  • The Russian-occupied ZNPP lost power from one of its high-voltage lines as a result of hostilities on the night of 2-3 January.
  • Ukrainian President Volodymyr Zelenskyy said that there has been no consensus on ZNPP in talks on a ceasefire in Russia's war against Ukraine, but if the plant remains under Russian control, it will not operate.
