Russian strikes on Ukraine's energy system qualified as crimes against humanity

The Security Service of Ukraine has collected evidence showing Russian strikes on the energy sector are a deliberate Kremlin policy aimed at destroying the Ukrainian people, which bears the signs of crimes against humanity.

Details: The SSU said that it has documented 256 Russian air attacks on Ukraine's energy facilities and heat supply systems since the start of this heating season.

From the start of October 2025 to the present, Russian forces have deliberately attacked 11 hydroelectric power plants and 45 of Ukraine's largest combined heat and power plants.

The Russians also carried out 49 targeted air strikes on thermal power plants and 151 on electrical substations across different oblasts.

Quote: "Each of the above attacks was combined in nature and carried out using dozens of Russian drones and missiles."

More details: The highest number of strikes targeted thermal and electricity generation facilities in the city of Kyiv and Kyiv, Kharkiv, Odesa, Dnipropetrovsk, Sumy, Mykolaiv and Chernihiv oblasts.

SSU has documented Russia using Iskander and Kalibr ballistic and cruise missiles, Kh-101 and Kh-69 missiles and Geran-type drones to attack Ukraine's critical infrastructure.

More details: SSU has classified Russia's systematic destruction of Ukraine's energy system as crimes against humanity because it amounts to the deliberate worsening of living conditions intended to destroy part of the population.

Background: Ukrainian President Volodymyr Zelenskyy has declared a state of emergency in Ukraine's energy sector. Among the decisions is the establishment of a headquarters in the capital to coordinate the situation in Kyiv on a permanent basis.
