Background:
- President Volodymyr Zelenskyy signed a decree approving the composition of the Ukrainian delegation for peace talks with the United States and Russia, headed by Rustem Umierov, Secretary of the National Security and Defence Council.
- Zelenskyy previously stated that trilateral talks between Ukraine, the United States and Russia would take place in the United Arab Emirates on Friday and Saturday.
- On 23 January, Kremlin spokesperson Dmitry Peskov said that Moscow insists on the withdrawal of the Armed Forces of Ukraine from the Donbas, presenting it as a key condition for negotiations to end the war.
