Details: Leavitt said she discussed the Russian strikes with Trump this morning. Trump said last week that Russia had promised him it would halt attacks on Ukraine's energy infrastructure for a week.

Quote: "His reaction was, unfortunately, unsurprised. These are two countries who have been engaged in a very brutal war for several years – a war that would have never started if the president were still in office. It started because of the weakness and incompetence of the previous president, Joe Biden."

More details: Ukraine's President Volodymyr Zelenskyy said on Tuesday 3 February that Russia had blatantly disregarded the US president's personal request to limit strikes on energy infrastructure and that he now expects Washington to respond.

Background: Following Russia's strike on Ukraine's energy facilities on the night of 2-3 February, Republican US Senator Lindsey Graham urged Trump to begin the process of transferring Tomahawk missiles to Ukraine.
