Lieutenant General Vladimir Alexeyev, First Deputy Head of Russia's Main Intelligence Directorate (GRU), who was targeted in an attempted assassination in Moscow on 6 February, had been the senior Russian representative at talks in Mariupol in May 2022 during the withdrawal of the Mariupol Garrison from Azovstal.

Quote: "Alexeyev promised that the Russians would comply with the Geneva Convention on the treatment of prisoners of war and guaranteed normal conditions of detention for our prisoners. His signature was on the relevant document signed in Mariupol at the time. We also showed humanity and handed Alekseyev three Russian prisoners of war who were receiving medical care and were provided with food and water.

The word of an officer born in Vinnytsia Oblast [of Ukraine], a traitor to his homeland, proved to be worth nothing. The regular torture of captured Azov fighters, the lack of medical care and hunger are proof of that."

Details: Prokopenko added that Defence Intelligence of Ukraine had reported that Alexeyev was responsible for preparing data used for strikes on civilian targets in Ukraine and for organising the so-called "referendum" in Kherson Oblast.

He said that even if Alekseyev survives, he would no longer sleep easy and that the matter would one day be "seen through to the end".
