Details: The so-called Berlin-format meeting, which took place on the sidelines of the Munich Security Conference, was attended by European, EU and NATO leaders and Ukrainian President Volodymyr Zelenskyy.
Rubio had been expected to join the discussions, but he cancelled at the last minute due to "scheduling conflicts".
"The secretary won't be attending the Berlin Format meeting on Ukraine given the number of meetings he has happening at the same time. He's engaging on Russia-Ukraine in many of his meetings here in Munich," a US official said.
One European official told the Financial Times the situation was "insane", while another politician said the meeting "lacked substance" without Rubio's participation.
Background:
- Before the Munich Security Conference, Rubio had said that he might meet Zelenskyy there.
- Rubio is also scheduled to speak at the conference on Saturday and has said he hopes his message will be "well received".
