Zelenskyy on Lviv terrorist attack: Russia recruited perpetrators via Telegram and plans further attacks

Ukrainian President Volodymyr Zelenskyy has reported that the Lviv terrorist attack was organised by Russia, with the perpetrators recruited via Telegram. Ukraine's intelligence services have information that Russia plans to carry out similar attacks in the future.

Details: Zelenskyy emphasised that what happened in Lviv "was indeed a terrorist attack, cynical and brutal", and it would be difficult to classify it in any other way.

Quote: "The circumstances of this terrorist attack are now being fully analysed. Many facts have already been established. The perpetrators were recruited via Telegram. The attack was organised by Russia. The Ministry of Internal Affairs, the National Police, and the Security Service of Ukraine will present further details to the public.

Today I also instructed [Ukraine's security services] to work out measures and response procedures to prevent similar crimes. Our law enforcement agencies already have experience in countering them. Dozens of similar situations have been prevented. Ukrainian law enforcement officials are constantly countering such recruitment efforts."

Details: The president said more activity and greater involvement from communities, local leaders and government institutions are needed to reduce Russia's ability to organise terrorist attacks and sabotage in Ukraine's rear at all levels.

Quote: "We have intelligence indicating that the Russians intend to continue carrying out such actions – attacks on Ukrainians. We must strengthen protection for our people."

Background:

  • On the night of 21-22 February, police went to Danylyshyn Street in central Lviv near the Magnus shopping centre in response to a call. After they arrived, there was an explosion.
  • When another police crew arrived on the scene, another explosion occurred. A 23-year-old policewoman was killed and 25 other people were injured.
  • Later, the National Police detained the woman who carried out the terrorist attack.
  • As of Sunday evening, 12 people who were injured in the terrorist attack had been hospitalised. Two of them are in a critical condition.
