For the first time since the start of the war in Ukraine, a missile threat was declared simultaneously in at least 13 Russian regions, most of which are not border areas, on 27 February.

Details: Authorities in Tatarstan, Bashkortostan, Chuvashia, Udmurtia, Samara, Ulyanovsk, Penza, Saratov, Orenburg, Sverdlovsk, Rostov and Kursk oblasts, as well as Perm Krai, warned of a possible missile attack. In at least eight of these regions, a missile threat warning was declared for the first time.

In some areas, including Almetyevsk, public transport was temporarily suspended. Evacuations of students were reported in Kazan and Izhevsk, as well as of staff at Kurumoch Airport in Samara.

Russian propagandists, citing the Chuvashia government, claimed that one Ukrainian Flamingo missile had been shot down over the republic, while another "changed course and left the region".

According to the Shot Telegram channel, two Flamingo missiles were downed in Chuvashia. Meanwhile, the Radar po vsey Rossii ("Radar all over Russia") Telegram channel claimed that three missiles were intercepted: one in Udmurtia, one in Perm Krai, and one "shot down over the Sea of Azov near the city of Taganrog".

Later, Russia's Emergencies Ministry announced the cancellation of the missile threat regime in nine regions of the Volga Federal District.

Background:

  • In October 2025, The Economist reported that Ukraine had begun using its domestically produced Flamingo missiles to strike targets inside Russia and was producing two to three missiles per day, with plans to increase output to seven per day by the end of October.
  • On 25 February, President Volodymyr Zelenskyy stated that all FP-5 Flamingo missiles launched during a strike on the Votkinsk Machine Building Plant in Russia's Udmurt Republic had reached their target, demonstrating their "high quality and accuracy".
