Ukraine has €5.4bn plan to protect critical infrastructure
Ukraine has developed an energy resilience plan involving its oblasts and municipalities, which envisions protection for critical infrastructure, as well as energy, water and heat supply, with a total value of €5.4 billion.

Details: Oleksii Kuleba presented Ukraine's energy resilience plan at the EU Preparedness Union Strategy conference, saying that its implementation requires €5.4 billion.
Quote from Kuleba: "What we have in our plans as a document includes four key points. First, engineering protection of critical infrastructure. Second, distributed generation. Third, uninterrupted water supply and water utility systems. And fourth, reliable heat supply."
More details: He said that "this is not a matter of one heating season – it is about building a new decentralised and flexible system that will function for decades".
Quote from Kuleba: "The estimated cost of protecting oblast infrastructure alone exceeds €1.7 billion... Overall, implementation of the energy resilience plan requires more than €5.4 billion in investment covering protection, power generation, water supply and heat supply."
More details: Kuleba added that "what Ukraine is building today – a new model and a new resilience architecture – is also relevant for Europe".
He said Ukraine has practical experience of such transformation, a systematic approach and expertise, and can share that experience with the EU.
Background:
- Kuleba earlier said Western partners had promised to support Ukraine in developing decentralised generation for heat and water, establishing a "bank" of critical equipment and scaling up the physical protection of energy facilities.
- It was also reported that Ukraine reached agreements with partners on obtaining decommissioned equipment from six European combined heat and power plants and thermal power plants for Ukrainian facilities.
