Ukrainian government appoints deputy defence minister in charge of procurement reform
The Cabinet of Ministers (Ukrainian government) has appointed Mstyslav Banik as deputy defence minister tasked with reforming military procurement.

Quote from Fedorov: "Mstyslav Banik has been appointed as deputy minister at a government meeting.
I have also signed an order appointing Yurii Myronenko as inspector general at the Ministry of Defence of Ukraine."
Details: Fedorov said Banik will oversee procurement reform: "The task is to make Ukrainian military purchases the most transparent and effective in the world."
Banik has experience in building state-run digital products, the defence minister added.
He was responsible for launching and developing Diia, Ukraine's digital government portal, at the Ministry of Digital Transformation. At the Defence Ministry, he directed the development of Army+ and Reserve+, tools designed to manage active-duty forces and reserves.
Quote from Fedorov: "He has combat experience: he voluntarily joined the military and rose from soldier to officer. He formed FPV drone units and served at the command post level. He took part in the Kursk operation in the ranks of the CODE 9.2 unit."
Details: The government has also appointed Yurii Myronenko as inspector general at the Ministry of Defence.
Myronenko will be responsible for an objective assessment of the situation in the armed forces and the effectiveness of the decisions made. "His task is to ensure regular analysis of how decisions work in practice and provide a basis for the rapid adjustment of policies and plans. The focus is on a real picture from the combat zone and quick feedback for management decisions."
He served as deputy defence minister, overseeing the development of DELTA, a defence technology management system; the implementation of Mission Control, a platform for operational coordination; the creation of capabilities for training AI models using battlefield data in collaboration with Kyiv's international partners and Ukrainian companies; scaling technologies developed within the Defence Ministry; reforming military codification; and launching private-sector air defence initiatives.
Myronenko also served as deputy minister of digital transformation. He is a combat veteran, a drone unit commander and former head of Ukraine's State Service of Special Communications and Information Protection.
