President's Office reveals details of Ukraine–Bulgaria security agreement

The security cooperation agreement between Ukraine and Bulgaria has become the 29th such agreement signed by Kyiv under the G7 Joint Declaration.

Details: The agreement, signed on 30 March in Kyiv, sets out clear commitments by Bulgaria to continue military support for Ukraine, including the supply of weapons, equipment and hardware – notably critical systems manufactured in Europe, the US and Ukraine.

A separate section is devoted to training Ukrainian troops. Bulgaria will continue and expand training within EU and NATO missions, as well as on a bilateral basis.

This includes systematic training programmes, such as instructor training, development of capabilities in UAVs and counter-UAV measures, electronic warfare, special operations, and language training for personnel and pilots.

In addition, both countries agreed to work on integrating Ukraine's defence industry into the European defence technological and industrial base, using EU instruments such as EDIS, EDIP and SAFE, as well as developing joint production and localisation in Ukraine.

Cooperation in the security sphere will also be significantly expanded – from intelligence sharing to countering hybrid threats, cyberattacks and disinformation.

The parties also agreed to strengthen coordination to ensure maritime security in the Black Sea, including demining and enhancing regional security.

The agreement also reflects Bulgaria's clear political position: support for Ukraine's EU and NATO membership, assistance with reforms, and readiness to share its own experience of European integration.

The agreement includes a clear response mechanism: in the event of a new escalation or renewed aggression, emergency consultations will be held within 24 hours to determine joint actions.

The document will remain in force for 10 years and lays the foundation for a long-term strategic partnership between Ukraine and Bulgaria.

• The Bulgarian government has also announced plans to join the PURL programme for purchasing US weapons for Ukraine.
• Ukraine and Bulgaria also held their first intergovernmental consultations in Kyiv, during which cooperation across various sectors was discussed, including a roadmap for cooperation in energy and maritime security.
