Ukraine has secured a new financial package worth more than €600 million from the European Commission and the European Investment Bank Group to support urgent reconstruction projects.

Details: The ministry said the European Commission expanded European Union guarantees for the EIB Group. This will make it possible to provide more than €450 million in financing for Ukraine's reconstruction projects. The package also includes about €150 million in EU grants and technical assistance.

EIB financing supported by EU guarantees will be directed towards key sectors of Ukraine's economy, including roads, railways, energy grids, housing energy efficiency and public infrastructure.

The European Union guarantees complement €2 billion in guarantees provided to the EIB Group in 2025 under the Ukraine Investment Framework. This forms part of the European Union's €50 billion Ukraine Facility programme designed to attract public and private investment into Ukraine.

Background:

  • Ukrainian President Volodymyr Zelenskyy said earlier that Ukraine is repairing 245 critical infrastructure facilities damaged by Russia and has begun work despite a lack of funding, as the European €90 billion support package is still blocked.
  • It was reported earlier that the Restoration Project of Winterisation and Energy Resources (RePoWER), implemented jointly with the World Bank to restore damaged district heating in Ukrainian cities, will be expanded.
  • The governing board of the Ukraine Investment Framework approved €1.5 billion for Ukraine, which will be used to modernise motorways, build checkpoints on the western border and restore part of the destroyed housing stock.
  • Earlier, the European Union approved a package of eight investment programmes designed to tackle Ukraine's most urgent economic and social challenges. Those programmes, worth €1.5 billion in total, are expected to help attract up to €3.4 billion in new investment over the next three years.
