At the time, Carney was speaking to other people and may not have noticed exactly what he was signing. Meanwhile, the FIFA chief clearly knew what was going on, as he looked the Russian man in the eyes and even exchanged a few words with him.

Afterwards, the man seen in the video gave details of the incident:

"I am from Moscow. Nulyovka [the inscription on his T-shirt - ed.] is our group of friends, a small fan club of the Russian national team. Since 2014, we have been travelling to all the national team matches. Yesterday we were at the Canada-Qatar game. Unexpectedly, it turned out that Infantino was sitting quite close to us, a bit higher up.

We went over to take a photo – he was absolutely fine with it, even with the flag. He spoke to us in Russian: Okay, thanks. Security was present but behaved very leniently. We took a photo, and I asked them to sign the flag along with the prime minister of Canada, on which I had previously collected autographs from the entire Russian national team. They signed it without any problem."
