Ukraine's human rights commissioner proposes three-minute calls between POWs and their families to his Russian counterpart

Ukraine's Human Rights Commissioner Dmytro Lubinets has proposed to his Russian counterpart Yana Lantratova that both countries allow prisoners of war to make phone calls of at least three minutes to their relatives.

Details: Lubinets said he proposed that Ukraine and Russia allow prisoners of war to call their families on a reciprocal basis.

He stressed that Ukraine is ready to provide this opportunity to Russian prisoners of war, provided the same right is granted to Ukrainian defenders held in Russian captivity.

Quote: "Every prisoner of war should be able to call their relatives and loved ones and speak with them for at least three minutes. I said that if this is ensured for Ukrainian prisoners of war, it will also be ensured for Russian prisoners of war."

Background:

  • In January 2025, Ukraine's Coordination Headquarters for the Treatment of Prisoners of War reported that Russian secret services and the military are trying to influence the relatives of Ukrainian prisoners of war. They call them immediately after Ukrainians are captured.
  • Earlier, the Coordination Headquarters warned about a scam in which fraudsters extort money from the families of prisoners of war and missing persons by promising to help arrange prisoner exchanges.
  • Relatives are instructed to contact the fraudsters under the pretext of adding the name of the prisoner to exchange lists. If they agree, they are sent an invoice requesting payment for assistance with the exchange.
