The EU Committee of Permanent Representatives (Coreper) is considering the extension of the Temporary Protection Directive for Ukrainians seeking refuge from the war in the European Union for another year – until 4 March 2028.

Details: The extension of temporary protection for Ukrainians in the EU is on Coreper's agenda for 15 July.

"Consideration of the extension of temporary protection for Ukrainians until 4 March 2028 has already begun. The aim is to reach agreement in principle," one of EP's sources said.

Once agreement in principle is reached – if no member state has serious objections – following the completion of the technical work on preparing amendments to the Temporary Protection Directive, it will return to Coreper for adoption without discussion.

Background:

  • On 26 June, the European Commission published its proposal to extend the Temporary Protection Directive for Ukrainians fleeing the war in the EU for another year.
  • The EU proposes to extend temporary protection for Ukrainians until 4 March 2028, with an exception for those fleeing military service in the Ukrainian forces.
  • The European Union plans to make a decision on the status of Ukrainian refugees in July 2026; if this is not achieved, another attempt will be made in September.
