Head of Zelenskyy's Office and Türkiye's foreign minister discuss mood among Russian elites over ending

During his visit to Kyiv, Türkiye's Foreign Minister Hakan Fidan met with Kyrylo Budanov, Head of the President's Office. The two sides discussed the peace negotiation process and the situation in Russia.

Details: Budanov said the two sides discussed "finding effective tools" to restart the peace negotiation process to end the Russia-Ukraine war.

Quote from Budanov: "We analysed the current situation on the diplomatic front in detail and coordinated steps that could help revive work in this area. Hakan Fidan provided a detailed briefing on Türkiye's efforts and mediation initiatives aimed at restarting the negotiation process to achieve a sustainable peace.

We paid particular attention to analysing the mood within the Russian elite regarding the prospects of continuing or ending the war. We also discussed how Ukraine's long-range strikes are affecting socio-political sentiment in Russian society, as well as economic stability and political processes inside Russia."

Background:

  • Ukraine's Foreign Minister Andrii Sybiha reported that the state of the negotiation process around the Russo-Ukrainian war was at the centre of his meeting with Fidan in Kyiv.
  • Hakan Fidan visited the Ukrainian capital on 15-16 July and witnessed a Russian ballistic missile attack during the night. His visit had been announced in advance, which is rare during the full-scale war.
  • On 14 July, the Verkhovna Rada (Ukrainian parliament) passed a law ratifying the Free Trade Agreement between Ukraine and Türkiye.
