Russia struck civilian site in Kyiv Oblast – Ukraine's General Staff
The General Staff has stressed that the facility struck by Russian forces in Kyiv Oblast is a civilian site that does not fall under the command of the Ukrainian defence forces, while reminding the public of the need to observe wartime safety measures.

Quote: "The civilian facility struck by the enemy is not under the command of the Ukrainian defence forces. However, this is a tragedy we all share.
Meanwhile, it must be stressed that, regardless of ownership or administrative subordination, the strictest possible safety measures must be observed when organising and holding such events. All risks must be taken into account and shelters must be used.
These requirements have been written in blood. During wartime, they apply not only to the defence forces but to society as a whole."
Details: The General Staff expressed their condolences to the families and loved ones of those killed.
Background:
- On 24 July at 11:25, the Air Force warned of a threat of ballistic weapons from the north. This was followed by a report that high-speed aerial assets were heading towards Kyiv Oblast and the capital. Air defence forces intercepted one Russian ballistic missile, while two struck Kyiv Oblast.
- It later emerged that Russia had struck a training ground where an event attended by weapons manufacturers was taking place.
- As of 15:00, 10 people had been reportedly killed and around 100 had been injured in the strike. Two criminal proceedings have been opened.
- President Volodymyr Zelenskyy has once again stressed that Patriot air defence missiles (the only ones capable of intercepting Russian ballistic weapons) are the number one priority.
