General Staff: Ukrainian forces strike Ryazan refinery and Russian Black Sea Fleet boat base

Ukraine's General Staff has confirmed that Ukrainian defence forces struck the Ryazan Oil Refinery on the night of 28-29 July.

Details: According to the Ukrainian military, the refinery has been hit and a fire has broken out on its premises.

The SOF said the attack was carried out by its deep-strike (long-range) units in coordination with the Chornaya Iskra underground resistance movement operating within Russia.

The refinery had previously been struck in May 2026, which forced it to suspend operations for an extended period, the SOF added.

Users on Russian social media channels posted videos showing the fire.

The General Staff noted that the Ryazan Oil Refinery is one of Russia's largest oil-processing facilities, with an annual capacity of around 17 million tonnes of crude oil. The refinery produces petrol, diesel fuel, aviation kerosene and other petroleum products used, among other things, to support Russia's military-industrial complex and armed forces.

The General Staff also reported a strike on a base used by Russian Black Sea Fleet high-speed boats near the village of Mizhvodne in occupied Crimea.

The facility is used to service and support high-speed boats employed for patrol missions, coastal security, logistics and other tasks in support of the Russian occupation forces.

In addition, the Ukrainian defence forces struck a Russian radar near Pochep in Russia's Bryansk Oblast.

According to the General Staff, Ukrainian forces also hit a site in Donetsk used for storing, preparing and launching attack drones, a logistics warehouse in Portivske, and a road bridge near Vyselky in Donetsk Oblast that Russian forces use for military logistics.

Background: On 29 July, the Russian city of Ryazan came under a drone attack. In addition to the oil refinery, a Wildberries marketplace logistics centre was also reportedly hit.
