Zelenskyy names three priorities for Ukraine's winter preparations

Some Ukrainian cities and oblasts are behind schedule in implementing resilience plans needed to get through the coming winter.

Details: Zelenskyy said the officials responsible must make up for delays and complete the planned work, stressing that they are personally responsible for getting local communities ready.

He has named three priorities: strengthening protection for critical infrastructure, ensuring the necessary quantity and quality of shelters, and increasing Ukraine's anti-ballistic capabilities.

The resilience plans primarily cover the protection of electricity, gas and water supply facilities. Zelenskyy said he expects detailed information on the problems and the percentage of work completed in each hromada. [A hromada is an administrative unit designating a village, several villages, or a town, and their adjacent territories – ed.]

Background:

• In May, Deputy Prime Minister Oleksii Kuleba said Kyiv was behind with its preparations for the heating season. Zelenskyy then set 1 September as the deadline for cities and hromadas to implement their resilience plans.
• In late May, the government allocated UAH 3 billion (US$67 million) to install 216 boiler houses to prepare cities for winter Russian attacks.
