Ukraine's prosecutor general conducts operations without deputy head of President's Office knowing

Ukraine's Prosecutor General Ruslan Kravchenko has increasingly been clashing with the Office of the President (OP) recently, with a direct conflict emerging between him and Oleh Tatarov, Deputy Head of the President's Office.

Details: According to UP sources in the Prosecutor General's Office, Kravchenko and Tatarov have had a difficult relationship almost from the moment Kravchenko was appointed Prosecutor General.

Kravchenko was promoted to the position by then-head of the President's Office Andrii Yermak, who expected the young and ambitious prosecutor to follow instructions from Bankova [Street, where the Ukrainian President's Office is located – ed.]. However, after the attempt to restrict the independence of the National Anti-Corruption Bureau in summer 2025 and the reputational fallout from that episode, Kravchenko increasingly began to distance himself from initiatives coming from the OP.

Details: According to UP, Kravchenko now, having "political cover in parliament", allows himself to argue with Zelenskyy, hang up on representatives of the OP and openly clash with Tatarov.

One of the most notable manifestations of this confrontation, it says, was an operation led by Kravchenko against the so-called "porn offices of the Internal Ministry", a corruption scandal involving members of the National Police.

In the media, the story emerged as an alleged scheme in which Internal Ministry officials, allegedly protected by the Prosecutor General's Office and other law enforcement agencies, "covered" offices where OnlyFans models were allowed to produce adult content in exchange for kickbacks to police officers.

According to UP sources familiar with the case materials, among those linked to the story was the driver of one of the deputy heads of the Ministry of Internal Affairs.

Meanwhile, Tatarov, who is responsible for coordinating the law enforcement system within the OP, had no knowledge whatsoever of preparations for the operation, which involved the prosecutor general and a large number of law enforcement officers in Kyiv and several oblasts. He only learned about it once the operation was already under way.

According to UP, this was a "bad sign" for Tatarov, as carrying out such a large-scale operation without his knowledge called into question his ability to control the law enforcement bloc.

Details: Meanwhile, according to UP, Zelenskyy has already grown dissatisfied with Tatarov's performance: the biggest scandals, including the Mindich tapes and the suspicion against Andrii Yermak, came as a surprise to Bankova, even though Zelenskyy believes that his law enforcement deputy should have dealt with such issues proactively.
