Kyiv prepares food and water supplies in case of winter blackouts

Kyiv has stockpiled food and drinking water in case of prolonged power outages – the city will be able to organise hot meals for 25,000 people.

Details: The city has built up stocks of basic food product groups as part of preparations for the autumn-winter period of 2026-2027 and is constantly replenishing them. The products are primarily intended for low-income Kyiv residents and people in difficult life circumstances.

These same stocks can be used at invincibility centres during prolonged power outages, to assist those affected by emergencies and to supply workers involved in emergency rescue operations. [Invincibility centres are heated premises stocked with food and power banks to assist residents facing hardships due to power cuts – ed.]

The Kyiv City State Administration's Department of Industry and Entrepreneurial Development plans to additionally purchase 20,000 emergency food kits.

Background:

• On 3 September, Kyiv Administration reported on targeted assistance for vulnerable Kyiv residents for the winter: more than 1,300 elderly people living alone, approximately 400 children with disabilities and 500 people with disabilities are ready for temporary relocation.
• Since the beginning of the year the city had distributed approximately 100 tonnes of food, 500,000 essential goods, 979 backup power sources and 250,000 "warm packages".
• Over 380,000 families in frontline areas will receive a one-off payment of UAH 19,400 (approx. US$435) to help them through the winter.
