Canada is negotiating to support the EU's loan for Ukraine as Canadian Prime Minister Mark Carney seeks to strengthen transatlantic ties and reduce his country's dependence on the United States.

Details: The sources noted that both sides hope to agree on the size of Canada's contribution to the €90 billion loan for Ukraine before the EU summit in Montreal at the end of October.

The sources said Carney had sought to build an alliance of liberal states committed to a multilateral order that had been thrown into chaos by US President Donald Trump's actions. He also hoped to demonstrate his commitment to European allies by contributing to the Ukraine Support Loan.

The United Kingdom is currently the only other non-EU country to have contributed to the loan.

"We are grateful for all the support that Canada is providing to Ukraine and we are ready to do more together," one European official said.

Carney is travelling to Europe, where he will meet European Commission President Ursula von der Leyen in Strasbourg on 16 September. He is then expected to travel to Liverpool to meet the UK's new Prime Minister Andy Burnham.

"The EU wants the closest possible relationship with Canada and that is what we are working towards," the European official added.

  • Recently, it emerged that EU member states had agreed to purchase US-made interceptor missiles for Ukraine's Patriot systems worth a total of €3.2 billion as part of the EU's €90 billion loan.
  • The EU also noted that the €90 billion loan would cover only two-thirds of Ukraine's needs in 2026-2027.
