Ukraine receives €50m from Council of Europe bank and Italy for destroyed housing compensation

Ukraine has received €50 million under the Council of Europe Development Bank (CEB) project HOME: Compensation for Destroyed Housing. The funds will be used to finance housing certificates under the state-run eRecovery programme.

Details: CEB provided €25 million, and another €25 million was contributed with financial support from the Italian government.

The framework agreement on the second additional financing for the HOME project was signed on 26 June during the Ukraine Recovery Conference (URC-2026) in Gdańsk.

The total volume of the new financing package is €100 million, half of which – €50 million – is being provided by the Italian government through the CEB mechanism.

Ukraine previously raised €200 million under the earlier stages of the HOME project. These funds financed over 6,000 housing certificates for citizens who lost their homes as a result of the war.

Background:

  • At the end of September, the international Register of Damage caused by Russian aggression against Ukraine opened all 43 categories envisaged by its mandate for the submission of claims. This marked the completion of the phased launch of the claims submission system, which began in April 2024.
