Details: All EU member states have agreed to open clusters 2 and 3 for Ukraine.
"'Montenegro Monday' will be followed by another 'Super Tuesday' for Albania, Moldova and Ukraine. I can confirm that all EU member states have agreed to: open clusters 2 and 3 for Ukraine and Moldova, close 3 chapters for Montenegro (17, 18, 19), and close chapter 20 for Albania," Byrne wrote, as Ireland currently holds the rotating presidency of the Council of the European Union.
Background:
- On 12 October, the Ukrainian parliament approved amendments to the law on education. The changes were needed to secure Hungary's agreement to the opening of clusters 2 and 3 in Ukraine's EU accession negotiations. These are the Internal Market and Competitiveness and Inclusive Growth clusters.
- On 14 July, Ukraine and the EU agreed to open Cluster 6 on External Relations. European Commissioner for Enlargement Marta Kos described the day as a "Super Tuesday" for Ukraine and Moldova.
- Ukraine opened the first of the six clusters, Fundamentals, on 15 June.
