Details: The results of the poll indicate that 83% of Ukrainians want their country to join the EU in the coming years, but only 47% of EU citizens share that view. The majority – 53% – are opposed to this.

Germany provides Ukraine with substantial military and financial support. However, among the EU's ten largest member states, German citizens are particularly sceptical about Ukraine joining the EU quickly, with only 41% supporting the idea. Only Romania has a lower figure, at 40%.

In Sweden, support for Ukraine's fast-track EU accession is the highest among the major EU member states, at 69%.

At the beginning of the full-scale invasion in 2022, 60% of people in Germany still supported Ukraine joining the EU quickly. The foundation has repeated this poll regularly, and support has since fallen both in Germany and across the EU as a whole.

In June, the foundation conducted a representative survey of 16,795 people across all EU member states using its Eupinions public opinion research tool.

Background:

  • On 12 October, all EU member states agreed to open accession negotiating clusters 2 and 3 for Ukraine.
  • On 12 October, the Ukrainian parliament approved amendments to the law on education. The changes were needed to secure Hungary's agreement to the opening of clusters 2 and 3 in Ukraine's EU accession negotiations. These are the Internal Market and Competitiveness and Inclusive Growth clusters.
